R. 10165 To permanently reform quorum requirements for the Board of Directors of the Export-Import Bank of the United States to ensure continuity of operations. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES August 27, 2026 Mr. Lawler (for himself and Mr. Gottheimer) introduced the following bill; which was referred to the Committee on Financial Services _______________________________________________________________________ A BILL To permanently reform quorum requirements for the Board of Directors of the Export-Import Bank of the United States to ensure continuity of operations. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``EXIM Bank Continuity in Competitiveness Act''. SEC. 2. REFORMATION OF QUORUM REQUIREMENTS FOR THE BOARD OF DIRECTORS OF THE EXPORT-IMPORT BANK OF THE UNITED STATES. Section 3(c)(6)(B) of the Export-Import Bank Act of 1945 (12 U.S.C. 635a(c)(6)) is amended-- (1) in clause (i), by striking ``120'' and inserting ``60''; and (2) by striking clause (vi) and inserting the following: ``(vi) The temporary Board shall expire when the individual serving as President of the United States at the time the temporary Board was constituted is succeeded in office by another individual or upon restoration of a quorum of the Board of Directors as defined in subparagraph (A).''. SEC. 3. CONFORMING AMENDMENT. Section 409 of division I of the Further Consolidated Appropriations Act, 2020 (12 U.S.C. 635a note; Public Law 116-94) is amended by striking subsection (b). SEC. 4. EFFECTIVE DATE. The amendments made by this Act shall take effect on December 31, 2026. <all>
