Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Kylie's Voices for Childhood Cancer Act''. SEC. 2. REPRESENTATION OF PEDIATRIC EXPERTS IN STATE COMPREHENSIVE CANCER CONTROL COALITIONS. Part B of title III of the Public Health Service Act (42 U.S.C. 243 et seq.) is amended by inserting after section 317V (42 U.S.C. 247b-24) the following: ``SEC. 317W. REPRESENTATION OF PEDIATRIC EXPERTS IN STATE COMPREHENSIVE CANCER CONTROL COALITIONS. ``With respect to funding made available under this Act for the development and implementation of State comprehensive cancer control plans, the Secretary, acting through the Director of the Centers for Disease Control and Prevention, shall require that a State, as a condition for the receipt of such assistance, provide assurances satisfactory to the Secretary that the membership of the State's comprehensive cancer control coalition includes at least two members who are pediatric cancer experts.''. SEC. 3. CANCER CONTROL PLAN PEDIATRIC CANCER ADVISORY COMMITTEE. (a) Establishment.--The Secretary of Health and Human Services shall establish an advisory committee, to be known as the Cancer Control Plan Pediatric Cancer Advisory Committee (in this section referred to as the ``advisory committee''), in accordance with the requirements of this section. (b) Membership.--The advisory committee shall be composed of following members, to be appointed by the Secretary: (1) A representative of the National Cancer Institute. (2) A representative of the National Institutes of Health. (3) A representative of the National Comprehensive Cancer Control Program of the Centers for Disease Control and Prevention. (4) A representative of a State program that receives assistance under title V of the Social Security Act (42 U.S.C. 701 et seq.). (5) A representative of a State program that receives assistance from the Health Resources and Services Administration. (6) Two individuals from among individuals who meet 1 or more of the following qualifications: (A) A staff member of a nonprofit pediatric-focused cancer organization. (B) A pediatric cancer expert or cancer care team member. (C) A pediatric cancer survivor. (D) A pediatric cancer caregiver. (c) Duties.--The advisory committee shall-- (1) develop resources, best practices, and recommendations on addressing pediatric cancer within State comprehensive cancer control plans; (2) develop recommendations on the use of funds to assist pediatric cancer patients, including-- (A) funds made available to States by the Administrator of the Health Resources and Services Administration; and (B) funds made available to States under title V of the Social Security Act (42 U.S.C. 701 et seq.); and (3) develop best practices for patients impacted by adolescent or young adult cancer. (d) Annual Meeting With State Representatives.--The advisory committee shall meet annually with representatives of State comprehensive cancer control coalitions to share case examples of successful pediatric…

(e) Report to Congress.--Not later than 2 years after the date of the first meeting of the advisory committee, the Secretary shall transmit to Congress, and publish on a publicly accessible website of the Centers for Disease Control and Prevention, a report on the activities, findings, and recommendations of the advisory committee. (f) Sunset.--The advisory committee shall sunset on the date that is 2 years after the date of the first meeting of the advisory committee. SEC. 4. MATERNAL AND CHILD HEALTH SERVICES BLOCK GRANTS. Section 501(a)(1) of the Social Security Act (42 U.S.C. 701(a)(1)) is amended-- (1) in subparagraph (C), by striking ``and'' at the end; (2) in subparagraph (D), by striking the semicolon at the end and inserting ``; and''; and (3) by adding at the end the following: ``(E) to meet pediatric-specific initiatives and goals within Comprehensive Cancer Control programs of the Centers for Disease Control and Prevention and to implement recommendations of the Cancer Control Plan Pediatric Cancer Advisory Committee established under section 3 of the Kylie's Voices for Childhood Cancer Act.''. <all>
