Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Banning External Entry of Foreign Beef Act'' or the ``BEEF Act''. SEC. 2. SUSPENSION OF BEEF QUOTA EXPANSION AND LIMITATION ON ACTIONS INCREASING OR EXPANDING BEEF IMPORTS. (a) Suspension of Expanded Quota.--The Presidential Proclamation entitled ``Further Ensuring Affordable Beef for the American Consumer'' (91 Fed. Reg. 55989) and published on August 26, 2026, and any successor or substantially similar proclamation, shall have no force or effect on and after the date of the enactment of this Act. (b) Congressional Approval Required.--Notwithstanding any other provision of law, any executive order, regulation, or other presidential action having the effect of increasing or expanding the quantity of beef imported into the United States may not enter into effect unless such action-- (1) is submitted to the Congress for approval; and (2) is approved through specific statutory authorization by the Congress that is enacted during the 30-day period beginning on the date of such submission for approval. SEC. 3. BEEF IMPORT AND DOMESTIC SUPPLY ADVISORY BOARD. (a) Establishment.--There is established within the Department of Agriculture a Beef Import and Domestic Supply Advisory Board, which shall be responsible for developing a strategy to-- (1) rebuild the American cattle herd; (2) increase domestic beef production; (3) get rid of red tape for American ranchers; and (4) keep beef affordable for consumers. (b) Membership.--The Board established under subsection (a) shall consist of the Secretary of Agriculture, who shall serve as the Chair, and 11 members, to be appointed by the Secretary of Agriculture as follows: (1) One representative of a national rancher organization. (2) One rancher from each of the four census regions designated by the United States Census Bureau (as in effect on the date of enactment of this Act). (3) One expert from a national organization that specializes in food affordability and grocery prices. (4) One representative of a livestock stockyard, with priority given to a representative of such a stockyard located along the international border between the United States and Mexico. (5) One researcher, professor, or instructor specializing in livestock at a land-grant college or university (as defined in section 1404 of the National Agricultural Research, Extension, and Teaching Policy Act of 1977 (7 U.S.C. 3103)). (6) One cattle feeder. (7) One representative of a domestic beef processor. (8) One agricultural economist or livestock market expert. (c) Additional Policy Advice Role.--The Board shall also be responsible for advising…
