R. 10753 To direct the Secretary of Housing and Urban Development to establish a program to reallocate vouchers, on a voluntary basis, under the Tribal HUD-VASH program, and for other purposes. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 6, 2026 Mr. Crane (for himself and Ms. Davids of Kansas) introduced the following bill; which was referred to the Committee on Financial Services _______________________________________________________________________ A BILL To direct the Secretary of Housing and Urban Development to establish a program to reallocate vouchers, on a voluntary basis, under the Tribal HUD-VASH program, and for other purposes. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``Tribal Veterans Voucher Flexibility Act''. SEC. 2. TRIBAL HUD-VASH VOUCHER REALLOCATION. (a) In General.--Not later than 180 days after the date of the enactment of this section, the Secretary of Housing and Urban Development (hereafter referred to as the ``Secretary'') shall establish a program to reallocate unused vouchers, on a voluntary basis, under the Tribal HUD-VASH program. (b) Reallocation.--The program established under subsection (a) shall include procedures for Indian Tribes and Tribally Designated Housing Entities-- (1) that have any unused vouchers under the Tribal HUD-VASH program and do not anticipate needing such assistance in the following fiscal year to voluntarily notify the Secretary of such unused vouchers, including through digital, phone, or mail correspondence; and (2) that have a need for vouchers under the Tribal HUD-VASH program to notify the Secretary of such need, for which the Secretary may reallocate such vouchers. (c) Report.--Not later than 180 days after the date of the enactment of this section, the Secretary shall submit to the Committee on Financial Services of the House of Representatives, the Committee on Banking, Housing, and Urban Affairs of the Senate, and the Subcommittee on Transportation, Housing, Urban Development, and Related Agencies of the House of Representatives a report that describes-- (1) the number of vouchers unused by each Tribe or Tribally Designated Housing Entity under the Tribal HUD-VASH program; (2) each Tribe or Tribally Designated Housing Entity that receives reallocated vouchers as described in subsection (b)(2); (3) the number of Tribes and Tribally Designated Housing Entities that do not have enough vouchers under the Tribal HUD- VASH program; (4) recommendations on ways to better distribute unused vouchers under the Tribal HUD-VASH program among Tribes and Tribally Designated Housing Entities seeking additional vouchers; and (5) an assessment on the possible need to increase overall vouchers under the Tribal HUD-VASH program. (d) Effect on Allocation.--There shall be no effect on consideration for the allocation of vouchers with respect to an Indian Tribe or Tribally Designated Housing Entity that elects to have unused vouchers reallocated pursuant to subsection (b)(1). (e) Tribal HUD-VASH Program Defined.--In this section, the term ``Tribal HUD-VASH program'' means the demonstration program established under paragraph (5) under the heading ``Tenant-based rental assistance'' under the heading ``Public and Indian Housing'' in title II of division K of the Consolidated and Further Continuing Appropriations Act, 2015 (Public Law 113-235; 128 Stat. 2732). <all>
