R. 9584 To amend the United States Housing Act of 1937 to require the Secretary of Housing and Urban Development to reallocate unobligated funding for tenant-based assistance to public housing agencies which are in need of more funding for tenant-based assistance. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES July 2, 2026 Mr. Lawler introduced the following bill; which was referred to the Committee on Financial Services _______________________________________________________________________ A BILL To amend the United States Housing Act of 1937 to require the Secretary of Housing and Urban Development to reallocate unobligated funding for tenant-based assistance to public housing agencies which are in need of more funding for tenant-based assistance. Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled, SECTION 1. SHORT TITLE. This Act may be cited as the ``The Housing Voucher Funding Reallocation Act''. SEC. 2. REALLOCATION OF VOUCHER FUNDING. Section 8(o) of the United States Housing Act of 1937 is amended by adding at the end the following: ``(24) Reallocation of amounts.--The Secretary shall, at the end of each fiscal year-- ``(A) recapture from each public housing agency any amounts provided to such public housing agency for tenant-based assistance under paragraph (1)(A), not including any administrative fees or other amounts made available under subsection (q), that such public housing agency did not obligate during such fiscal year; and ``(B) provide amounts recaptured under subparagraph (A) to public housing agencies that used all of the amounts provided to them for tenant-based assistance under paragraph (1)(A).''. <all>
