RES. 1602 Recognizing the importance of access to pre-exposure prophylaxis (PrEP) for HIV prevention and supporting the designation of Saturday, October 10, 2026, as ``National PrEP Day''. _______________________________________________________________________ IN THE HOUSE OF REPRESENTATIVES October 1, 2026 Mr. Pocan (for himself, Mr. Bacon, Mr. Takano, Mrs. Watson Coleman, Ms. Kelly of Illinois, and Ms. Clarke of New York) submitted the following resolution; which was referred to the Committee on Energy and Commerce _______________________________________________________________________ RESOLUTION Recognizing the importance of access to pre-exposure prophylaxis (PrEP) for HIV prevention and supporting the designation of Saturday, October 10, 2026, as ``National PrEP Day''. Whereas the Centers for Disease Control and Prevention estimates that approximately 1,200,000 individuals in the United States are living with human immunodeficiency virus (HIV), and 38,793 new HIV diagnoses occurred in 2024; Whereas pre-exposure prophylaxis (PrEP) is a preventive medication regimen that when taken as prescribed reduces the risk of acquiring HIV from sexual exposure by more than 99 percent; Whereas significant disparities persist in PrEP uptake; Whereas, in 2022, only about 31 percent of individuals estimated to benefit from PrEP filled prescriptions, with markedly lower use among certain high- risk populations due to stigma, cost, and other access issues; Whereas multiple Food and Drug Administration approved PrEP options exist, including daily oral medications (brand and generic) and a long-acting injectable, with additional long-acting and innovative modalities in the research pipeline; Whereas the United States Preventive Services Task Force has given PrEP an ``A'' recommendation for individuals at high risk of HIV; Whereas non-grandfathered private health plans must cover such preventive services without cost sharing, including associated clinical testing and follow up services; Whereas expanding access to cost-free PrEP and related services, including for uninsured individuals via National PrEP Programs involving public- private partnerships, is recognized as critical to reducing new HIV transmissions and improving health outcomes; and Whereas telehealth platforms can help individuals obtain PrEP quickly, for free, and without stigma in all 50 States, Washington, DC, and Puerto Rico: Now, therefore, be it Resolved, That the House of Representatives-- (1) recognizes the proven effectiveness of pre-exposure prophylaxis (PrEP) in preventing human immunodeficiency virus (HIV) transmission and the urgent need to expand access to PrEP across the United States; (2) supports the designation of ``National PrEP Day'' to promote awareness of PrEP and encourage uptake among individuals at risk of contracting HIV; and (3) encourages Federal, State, local, Tribal, and territorial public health agencies, health care providers, insurers, community-based organizations, and other stakeholders to amplify education, reduce barriers, and support evidence- based strategies that increase PrEP access and adherence. <all>
